Since Chinese utility model patent or design patent does not have substantive examination before being granted as patent, if wishing to enforce a utility model or design patent in China, e.g., filing an infringement litigation case with the court, normally the patent owner will be required to submit an Evaluation Report of the patent.   The Evaluation Report is issued by the SIPO and includes the search result and opinions about the patentability of the patent.
